This position serves as the non-medical Chief of the Department of Health's Adult Mental Health Division and is responsible for administering and managing the operations of the State of Hawaii's mental health program for adults. Such responsibility involves planning, directing, coordinating, monitoring and evaluating the operations of the State's adult mental health programs, services, activities and facilities; establishing adult mental health program priorities; initiating and/or participating in State-level planning concerned with adult mental health programs; organizing the division to achieve the program's mission, goals and objectives; coordinating State-level activities with federal, State, county and private agencies; and providing administrative direction for the division, including formulating divisional administrative and operational policies.
Applicants must meet all of the following requirements at the time of application:
Education: A bachelor's degree from an accredited four-year college or university.
Specialized Experience: In order to effectively perform the duties and responsibilities of this position, applicants must possess knowledge of federal and State public health laws, rules and regulations pertaining to mental health; the philosophy, principles, concepts and practices relating to the mentally ill, emotionally disturbed and substance abusers; and familiarity with preventive services, treatment and rehabilitation plans, treatment modalities and therapeutic activities for the mentally ill, emotionally disturbed and substance abusers. Therefore, applicants must possess one (1) year of progressively responsible professional work experience in a mental health program concerned with the promotion, preservation, care and improvement of the mental health of people and which provided the knowledge described above.
Supervisory Experience: One (1) year of work experience which involved supervising a professional staff. The experience must have clearly demonstrated the ability to: 1) plan, organize, schedule and direct the work of others; 2) assign and review their work; 3) advise subordinates on difficult work problems; 4) train and develop subordinates; and 5) evaluate their work performance and discipline them when necessary.
Managerial Experience: Two (2) years of progressively responsible professional work experience in a health care service delivery program which involved major responsibility for setting program goals and objectives and evaluating their attainment; identifying resource needs (human resources, materials, equipment, etc); planning, organizing and coordinating program activities to attain program objectives within time, resource and budgetary limitations; developing operating policies and procedures; and actively participating in program policy determination, budget formulation and execution.
Administrative Experience: One (1) year of professional work experience which involved responsibility for tending to the administrative requirements of an operating program by overseeing budget preparation, justification and expenditure control, fiscal recordkeeping and reporting and personnel services; coordinating program planning and evaluation and drafting program policies, procedures, rules or regulations; analyzing contracts, reports, policies and other matters which must be studied as the basis for administrative decisions. The work experience must have involved the conduct or oversight of studies or investigations of operational and administrative problems or needs (e.g., feasibility and program evaluation studies, applications for grants) and developing alternative solutions and courses of actions.
